Max messenger to connect with GIS KSIM for phone number checks
The Max messenger is planned to be connected to the GIS KSIM state system starting March 1, 2027, to verify phone number validity.

The Russian messenger Max is scheduled to be integrated with the state information system for monitoring telecom operators' performance of obligations, known as GIS KSIM. According to media reports and the Ministry of Digital Development, this connection will allow the service to verify the actual status of phone numbers linked to user accounts. The relevant ministerial decree is expected to come into force on March 1, 2027.
- Integration with GIS KSIM to check phone number statuses.
- Free requests capped at 1.5 thousand per minute for the Max platform.
- Enhancing user security and identifying fraudulent account usage.
- Decree scheduled to take effect on March 1, 2027.
Goals and technical features of the integration
The primary objective of connecting the messenger to the state system is to promptly track the termination of communications services agreements. If an agreement between a subscriber and a telecom operator is canceled, the service will be able to factor in this information, preventing unauthorized access through outdated numbers.
The organization operating the Max messenger will be able to send free requests regarding specific subscriber numbers to GIS KSIM. However, the volume of these requests will be strictly limited to 1,500 per minute. This mechanism aims to improve overall accountability and platform safety.

GIS KSIM operates on the basis of Roskomnadzor's information resources and is designed to monitor operators' compliance with communication rules. Data is transmitted to the system strictly with the consent of subscribers, and the Ministry of Digital Development has assured that all information is securely protected.
Previously, the ministry announced plans to block all SIM cards belonging to a user whose Max account is blocked for fraud at the operator level. Furthermore, such users may face temporary restrictions on purchasing new SIM cards.
Significance for the market and users
Connecting digital platforms to state telecom databases reflects a broader regulatory trend aimed at strengthening cybersecurity and preventing fraud. For regular users, this translates into better protection against account takeovers.
For developers and business operations, complying with these mandates requires infrastructure adaptation to interact with GIS KSIM within the established query limits. Although the rules take effect in 2027, technical preparations are already underway.
